Manuel Burgos, CEO
Manny founded BTN Consulting in 2013 to serve the housing and economic development communities through his unique skill set. His experience includes time as special assistant and principal troubleshooter to the Commissioner/CEO of NYS Homes & Community Renewal and before that he garnered over 20 years’ experience working for leading private and nonprofit developers and private real estate firms. He's often called upon as a panelist on MWBE contracting and construction site labor-related issues, and has served as an adviser to many elected officials, policy makers, community groups, and more seeking to better understand government-related compliance and community-based outreach.


Rosa Burgos, Compliance Manager
Rosa manages BTN Consulting's compliance work. She and her team manage compliance for dozens of projects, often across multiple agencies in local and state governments. Previously Rosa worked for many years in operations and compliance management in the retail sector. During that time she acquired extensive experience in labor law compliance, OSHA related building safety and maintenance compliance, and much more. 


Serge Champagne, Outreach Manager
Serge manages BTN Consulting's outreach work. He and his team are in contact with hundreds of contractors and laborers as part of the BTN Consulting's value-added services to its compliance work. His team also manages community-based survey projects and much more. Serge is a skilled data gatherer thanks to his time working for the Census and is adept at planning and implementing contractor outreach events that draw dozens of local and MWBE firms.
